Chicago, a szesztilalom és a világválság Amerikájának zûrzavaros éveiben... Al Capone (Robert De Niro), az alvilág pápája kezében tartja az egész várost - korrupt zsaruk, ügyészek, bírók serege tesz meg mindent, hogy Al Capone érinthetetlen maradjon. Bár mindenki tisztában volt azzal, hogy a gyilkosságok, zsarolások és illegális italmérések terhelik Capone számláját, eddig soha senki nem tudott (és nem is akart) vádat emelni ellene. A törvény kezébõl minduntalan kisikló bûncézár lebuktatására végül különleges nyomozócsapat alakul: a ''megvesztegethetetlenek''. A vezetõjük a fiatal, ambiciózus szövetségi ügynök, Eliot Ness (Kevin Costner), aki Malone (Sean Connery), a minden hájjal megkent veterán ír zsaru segítségével csapdát állít a nagy 'cápának'.
