In 1984, the French Basque Country was the setting for a series of attacks by the GAL (Antiterrorist Liberation Groups) against members of ETA, the Basque separatists. Behind this settling of scores organised from Spain with the complicity of France, was the aim to bring an end to ETA's "sanctuary". The film focusses on two adversaries who will learn to know and respect one another: Domingo Iturbe, "Txomin", head of the ETA military apparatus, and Grégoire Fortin, adviser to Mitterrand's Minister of Justice.
