Twenty years ago, one of the largest banks in Venezuela went bust. Now in the centre of Caracas stands an unfinished 200-metre tall skyscraper. Over time, the empty offices intended for bankers were taken over by some 3,000 squatters. The neighbours are afraid of the squatters and hope the government will relocate them but the situation has been ignored for a long time. Often called the largest vertical slum in Latin America, the building has its own rules and regulations and the local residents have built a distinctive model of community management. The film shows the reality of a country that after 15 years of Chavez rule does not at all resemble the promised socialist paradise. (One World)
