Was born in San Diego, California. He studied political science at the University of California at Berkeley, receiving a Bachelor of Arts degree. He started working as a journalist for Reuters News Service in China in 1987. For the next 15 years he worked as a correspondent in China, then the former Soviet Union from 1991, and the United States. He now lives in Los Angeles. As a filmmaker, there are several short film narratives and documentaries he authored, including: A CHINA DIARY (1986), PICTURE THIS (1991), and TIMUR'S DAYS(2004). VICTORY DAY (2010) is Ramsay's first narrative feature film.
